Always purchase from retailers with hassle free return and exchange policies.  Read retailers return and exchange policies before buying.

My recommendations are based off of testing more than 60 monitors and reading in-depth reviews from over fifteen reviewers across the realm.

Best Monitor Review Sites: Monitor Review Resource Center

Many monitors not found in this thread likely perform well, but it makes more sense to buy well reviewed monitors, and I like having sources to refer to, even though I do not always agree with them.

If a monitor is not mentioned it is because it has not been reviewed properly, been reviewed at all or is mediocre.  All monitors suffer from regular quality control issues: back-light bleeding and pixel issues (dead and stuck pixels).

Recommendations are PWM or Flicker Free:

I do not recommend monitors which use low LED PWM Dimming frequencies since they ruin motion clarity and cause some people to suffer from health issues like head aches and eyestrain.  LED PWM Dimming Side Effects.

2018: HP 25f Review: Almost-Glossy 75hz IPS with AMD Free-Sync: 25er & 25es successor with AMD Free-Sync, native 75hz, the fastest pixel response times, but worse color accuracy than the 25er & 25es, and lower color space coverage than the older models.

2017: HP 24 Envy Review: Semi-Glossy 1080p IPS with 75hz & AMD Free-Sync: The 24 Envy natively supports 75hz (no overclock required), can cover more of the HDTV/REC 709 color space than the 25-27" HP monitors, but is less accurate than the HP 25er and 25es.

2016: HP 25er/es Review: Non-overclock-able 2016 Almost-Glossy/Low Haze Monitors with slightly more accurate color presets, 2x HDMI and 1x VGA.

2015: HP 27CW, 25XW and 27XW Review: Overclock-able 2015 monitors with worse preset color accuracy than the 25er and 25es.

The 25" and 27" HP CW/er/es/XW series monitors all use the same almost-glossy (Low Haze) coating which HP describes as:

"The reflective-ness typical with glossy screen surface is appreciably reduced with the Low Haze Screen enhancement, without losing clarity and contrast of screen imagery."

HP 25-27VX: These monitors use LED PWM Dimming or Flicker which ruins motion clarity and makes some people suffer from health issues like headaches and/or eyestrain. The VX monitors have less vibrant colors since they have a smaller and less accurate color gamut capable of covering up to 92% of the sRGB color space versus the 25-27CW & XW monitors 97%, and use a pure glossy coating while the 25-27 CW & XW monitors use a treated glossy or almost-glossy coating with some ant-reflective properties.

This Steemit article and video are guides for finding out how much light, and what type of lighting one needs to ensure dark perceived black depth from a display with decent uniformity (minor back-light bleed or less) and >800:1 contrast. Dark perceived black depth refers to ensuring black looks black, not greyish in dark content. A specific, but different amount of bias (light behind the display) and normal room lighting (ceiling or lamp) is required to increase increase the displays increased black depth or hide its lack of black depth, glow and light bleed, especially in the case of displays with low contrast.

Display Brightness & Light Matching Chart For 80-250cdm/2 Display Brightness

A display with 1000:1 contrast and 80cdm/2 brightness (measured white) needs 1600 lumens of bias lighting and 1200 lumens of ceiling light while 250cdm/2 display brightness requires 5000 lumens of bias lighting and 4000 lumens of ceiling light.

VA panels with higher contrast or lower black depth need less light to increase the perceived black depth, especially if their contrast is above 3,000:1. I don't have bias and ceiling or room lighting estimates for 3,000:1 contrast, but determining what is right becomes quite obvious if one follows the first few steps from my guide.

Bezel or casing color or shade also plays a huge role in black depth perception, or how dark black looks. Grey, silver and white bezels or casings vastly increase the perceived black depth versus glass covered, glossy and matte black bezels or casings. A monitor like the Samsung S32F351 does not require very much light to increase its perceived black depth since it has a 3,500:1 contrast ratio and a glossy white bezel:

IPS vs TN: Right & Wrong Ways To Use Or View; How To Vastly Reduce AHVA/IPS/PLS Glow & Vastly Increase The Perceived Black Depth

There is a right and wrong way to use or view each type of LCD panel due to their differently limiting viewing angles. The most important step to optimally viewing each LCD panel type is figuring out the right height for each. Second is the viewing distance which varies per panel type, and between the same types of panels depending on their quality.

The site where I was allowed to host my content for free (2010-March 2018) shut down in March 2018, and I did not have up to date back ups of my work, but I was able to recover much of it from the last Way Back Machine save from December 2017.  I am in the process of restoring and updating my Best Reviewed Flicker Free Buying Guides which are all 8 months out of date.

If possible, always purchase from retailers with hassle free return and exchange policies.  Read retailers return and exchange policies before buying.

Best Reviewed Flicker Free Monitor Buying Guides:

24-25" 1080p IPS/PLS
24" 1920x1200p IPS/PLS

Recommendations are PWM or Flicker Free:

I do not recommend monitors which use low LED PWM Dimming frequencies since they ruin motion clarity and cause some people to suffer from health issues like head aches and eyestrain.  LED PWM Dimming Side Effects.

Only semi-glossy (light matte), glossy and Plasma Deposition coating plus LED PWM Dimming (Side Effects) Free/Super High Frequency using 2560x1440 monitors without really obvious overshoot ghosting, tons of quality control issues and good color presets will make my list.

Most TV's use LED PWM Dimming or Flicker which ruins motion clarity (increases blur and cause obvious double image ghosting at flicker rates below 480hz and are not multiples of the native refresh rate of 60hz) and makes some people suffer from health issues like headaches and/or eyestrain.

Rtings Ghosting/Motion Blur Pursuit Photography Photos:

OLED and most Sony LCD TV's do not use LED PWM Dimming; some Sony LCD displays do regardless of the back-light setting, or when the back-light is set below a certain setting (8/50 and below for the X900E), but usually at a higher frequency than competitors.

Samsung sells a few displays such as the MU7000 which are Flicker/PWM Free as long as the back-light is not set below a certain setting (10/20 for the MU7000) while higher end models use PWM regardless of the back-light setting.

Many TV reviewers use the middle screen Leo Bodnar input lag measuring device at 1080p which includes the vertical, top-to-bottom LCD refresh rate and pixel response times. The top screen measurement is a truer measurement of the device-to-display delay or input lag, and is typically around 7-10ms lower than the middle screen measurement reviewers provide. For example, the typical middle screen measurement for monitors is around 10-12ms while the top screen measurement is between 2-4ms.

Best Reviewed Flicker Free 32" 4K AHVA/IPS/PLS

My recommendations are based off of testing more than 60 monitors and reading in-depth reviews from over fifteen reviewers across the realm.

These are all pretty similar, but the HP Envy 23" is the best glossy option while the Eizo EV2336 is the only semi-glossy/grain-free matte coated option, and best monitor over all since it offers the most accurate and vibrant colours (96% sRGB colour space cover vs 87-92% for the AH-IPS & AD-PLS panels aside from the HP 27CW, 25XW and 27XW).

Acer H226HQL: Glossy.  Extrahardware CZ Review

HP 23CW: Matte.  There are no reviews, but it is PWM/Flicker free (I tested one in a store).

HP 22w:  Matte 1080p IPS with fairly accurate color presets (sRGB color space coverage amount not listed), average contrast (800:1), a fake frame-less casing with a perceived black depth reducing inner black bezel, HDMI and VGA.

Lenovo T2224dA: Matte.
Review by Prohardver

Matte 1080p IPS with a perceived black depth increasing matte grey bezel, Displayport, VGA, a 22ms delay, accurate sRGB preset mode which is limited to 86.3% sRGB color space coverage which is below average result for budget IPS/PLS panels, but normal for 21.5-23" panels.

LG 23MP67: Review by Daywalker.

LG 23MP68VQ: Matte.  The LG has low sRGB color space coverage (89%, on par with IPS/PLS made before 2015; inferior to most reviewed newer 1080p IPS/PLS in terms of color accuracy and vibrancy), but is otherwise an excellent monitor.  Review by Trusted Reviews.

All of the new LG AH-IPS panels are PWM or Flicker free and usually have good colour presets too.

The Dell P series monitors have a matte black bezel which increases the perceived black depth compared to the frame-less monitors inner black bezel.
